To craft them you need "Diamond Dragonites"

which are obtainable by a new daily "total Pr " Contest

in addition there is a new halloween hub with
new halloween mounts : Spirited Broomstick ,Sugar Rusher
and a halloweendragon : Drak-O-Lantern
