Not so sure whether this idea is totally perfect or not.
So basically with the addition of this new idea, the pr maxed out gems (Max Level) can be increased with the use of pearl of wisdoms, so that now you can raise the pr of your gems to the max. (One random stat will get increased with a moderate amount obviously per successful upgrade)
Of course, since the devs like RNG so much then yes, it will obviously be RNG gated. Karma Bar will act accordingly by its level (Same amount as how much you need to fill to level up you gem to level 25 at level 24).
This good? If the devs don't want to remove the random pr boosts at level 5, 10, 15, 20.
